Gary Hall joined PRASAM in 2002 after serving 5 ½ years as a professional staff member on the Senate Armed Services Committee and 24 years of active duty in the Navy. He is a retired Navy Captain, and a Certified Government Financial Manager.

Gary is a recognized expert in Congressional appropriations and authorization processes. He is known for initiating solutions to tough issues that accommodate all concerned.

He develops short and long range plans for company growth. He creates business development and teaming opportunities for clients by applying his experience in the Senate, Pentagon and operational forces. He provides sound budget development advice based on his three years service as liaison to House and Senate appropriations Committees for the Secretary of Defense.

He has the unique ability, through experience at each step of the process, to trace a dollar from the time a requirement is generated until the dollar is expended. He knows the people responsible and authorized to make decisions and the opportunities to influence them.

Gary assist clients in developing legislative initiatives and strategic plans based on his experience in writing laws and Congressional oversight guidance for over 500 Navy, Marine Corps, Air Force and Army procurement and research programs. He uses the experience of annually auditing those strategic plans and acquisition milestones of those programs to advise clients on structuring effective program plans.

His Navy operational experience includes battle group, anti-air warfare, anti-submarine warfare, and surface action group. He is a certified mine warfare staff officer and completed his 14th year of at-sea experience as Commanding Officer of USS Cushing, a Spruance class destroyer. He is a 1972 graduate of the U.S. Naval Academy, and holds a masters degree in financial management from the Naval Postgraduate School.

Among his service awards are the combat action ribbon for service in Vietnam and the Defense Distinguished Service medal for service as appropriations liaison in the Office of the Secretary of Defense Comptroller.
